Sudanese President, South African Government & The ICC, Wherever This Is Headed, It Can't Be Good

Ok let me get this straight, so the Sudanese President, Omar al-Bashir is being hosted by the South African Government for the African Union (AU) Summit,  but the ICC (International Criminal Court) wants him detained by SA government over alleged war crimes/genocide he committed in his country, and a High Court Judge in Pretoria has already issued an order to security forces to have him arrested, read here , but Bashir and his entourage have plans to leave for Sudan today despite the order.
From my understanding, I want to believe that before a President of a country leaves his country to be hosted by another country, the host government must have assured him and his people of his safety during his visit, right? How will the people of Sudan react towards South Africa if their President doesn't return as scheduled? This can't be good!
